What is a Coastal Regulation Zone (CRZ)?

Coastal Regulation Zone (CRZ) refers to the coastal stretches of seas, bays, estuaries, creeks, rivers, and backwaters which are influenced by tidal action up to 500 meters from the High Tide Line (HTL) on the landward side. For tidal influenced water bodies, CRZ extends up to 50-100 meters or width of the creek, whichever is less.

Detailed CRZ Categories (As per CRZ Notification 2019)

The coastal areas are classified into four distinct categories based on ecological sensitivity and development:

CRZ-I: Ecologically Sensitive and Important Areas

CRZ-I A: Ecologically Sensitive Areas

  • Mangroves (if area more than 1000 sq.m, buffer of 50m along mangroves)
  • Coral reefs and coral formations
  • Sand dunes
  • Biologically active mudflats
  • Salt marshes
  • Turtle nesting grounds
  • Bird nesting and feeding areas
  • Marine parks and sanctuaries

CRZ-I B: Inter-tidal Zone

  • Area between Low Tide Line (LTL) and High Tide Line (HTL)
  • Most restricted zone for any development
Regulations: No new construction except pipelines, transmission lines, and facilities essential for activities permissible under CRZ-I
CRZ-II: Developed/Built-up Areas

Areas within municipal limits or legally designated urban areas which are substantially built-up (more than 50% developed)

  • Existing authorized structures allowed
  • Construction on landward side of existing roads/buildings permitted
  • No construction on seaward side of existing roads
  • Reconstruction of authorized buildings permitted
FSI/FAR Limits in CRZ-II:

CRZ-III: Rural/Undeveloped Areas

CRZ-III A: Densely Populated Rural Areas

  • Population density > 2161 persons per sq.km (2011 Census)
  • No Development Zone (NDZ): 50 meters from HTL
  • Construction of dwelling units allowed beyond NDZ for traditional communities
  • Land use as per approved CZMP

CRZ-III B: Other Rural Areas

  • Population density โ‰ค 2161 persons per sq.km
  • No Development Zone (NDZ): 200 meters from HTL
  • In NDZ 0-200m: No construction except for agriculture, horticulture, gardens, pastures, parks, play fields
  • Beyond 200m: Construction permitted with restrictions
  • Tourism projects allowed beyond 200m with conditions

CRZ-IV: Water Areas

CRZ-IV A: Territorial Waters (12 nautical miles)

  • Area from Low Tide Line to 12 nautical miles seaward
  • Traditional fishing allowed
  • No untreated sewage/effluent discharge

CRZ-IV B: Water Bodies Influenced by Tidal Action

  • Bays, estuaries, rivers, creeks, backwaters, lagoons
  • No untreated discharge permitted
  • Traditional fishing and related activities allowed
